Mrs. Rawya Al Adawi is the Acting General Director of Civil Aviation Regulation (Act. DGCAR) at the Civil Aviation Authority of the Sultanate of Oman. Concurrently, she continues to serve as the Director of Safety Regulation, overseeing the development, implementation, and monitoring of national aviation safety regulatory frameworks in full alignment with ICAO Standards and Recommended Practices (SARPs). She is also the National Continuous Monitoring Coordinator (NCMC) for Oman under the ICAO Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USOAP CMA), leading national coordination for ICAO audits, continuous monitoring activities, corrective action planning, and the overall performance of the State safety oversight system. At the regional level, Ms. Al Adawi is the Vice Chairperson of the Regional Aviation Safety Group (RASG) for the ICAO MID Region. With over 15 years of experience in the aviation sector, Ms. Al Adawi has built broad and in-depth expertise across civil aviation regulation, safety oversight and international aviation compliance. Ms. Al Adawi actively represents the Sultanate of Oman in regional and international aviation forums and continues to contribute to advancing the effectiveness, credibility, and maturity of aviation at both national and regional levels.
